fix(skills): have a desk hand the steward's start back to its asker - #108

A desk that mustered for another seat started the steward where the desk runs, which put that seat's work on another machine. Muster now hands the start line back to the asking seat, and a desk still starts its own steward when it acts on its own judgement or a person asks it directly.

A desk that mustered an effort for another seat started the steward where the desk runs, so the asking seat's work landed on a different machine. Muster now replies to the asking seat with the steward's start line, and that seat starts the steward on its own host. A desk acting on its own judgement, or on a person's direct ask, still starts its own steward. The design doc's muster row says the same.
