docs(skills): give the steward a section on parking its effort - #107

A steward told to park had no step to follow. The new Parking section says how it stands down its workers, records what a resuming steward needs as a note on the top bead, and releases the effort so tally reads it as parked and a fresh steward resumes it cold.

A steward told to park its effort had no step to follow, so each one worked it out for itself. The new "Parking" section in the steward skill says how a steward stops an effort part-way: it stands down workers that are working, leaves workers asleep on the human, writes anything only it knows as a note on the top bead, and releases the top bead so tally reads the effort as parked. A fresh steward then resumes through the ordinary wake ritual.
Closing the steward's berth closes every worker it started, so a sleeping worker left in place ends with it. That is safe because a sleeping worker has already recorded its state on its bead, and Reconstruct already hands a dead seat's bead back.
