Review under the unattended Renovate merge rule: held.

Release: the Ubuntu 26.04 runner image went generally available on 2026-09-17 (actions/runner-images#14747), so it is well past three days old. Only the runs-on labels in ci.yml and release.yml move.

Notes: the announcement lists no breaking change beyond the OS itself. The toolchain we lean on is unchanged: Rust, Docker Buildx and the rest match 24.04, and every build here runs inside Nix.

Why it is held: on 26.04, /tmp is a RAM-backed tmpfs capped at about 7.8G with a per-user quota near 6.3G, and large builds that write there fail with "disk quota exceeded" (actions/runner-images#14777). GitHub has reproduced it and says a fix in the image is being decided. This pull request's green nix flake check took about a minute because every derivation came from the cache, so it never ran a cold build on the new image. The release jobs, which run cargo publish, the image build and npm publish, only run at a release, so a failure there would surface mid-release, after a version may already be spent.

ubuntu-24.04 stays supported, so waiting costs nothing. The hold ends when actions/runner-images#14777 closes. This pull request is then reviewed afresh.
