chore(status): verify Actions schedule registration

Summary

• Touch the Status workflow so GitHub re-registers the schedule (same approach as bitchat-mirror)
• Temporary `*/10 * * * *` cron to confirm a `schedule` run fires; restore 08:00 / 14:00 / 20:00 IST after

Test plan

• A Status run appears with event `schedule` within ~10–20 minutes
• Restore the IST bake times in a follow-up
