feat(status): closures history and service update

Summary

• Bake daily closed-station unions into data/en/status-history.json and pack the corporate service-update notice into status.json
• Status page shows a closures-over-time chart (tap a day for the station list) and the baked service update
• Bake workflow ships history when it changes (08:00 / 14:00 / 20:00 IST)

Test plan

• /status loads; chart and service update render
• Tap a history day; dialog lists stations with line dots
• Phone width: top cards have gap; service update centered; chips on one row
• npm test and tsc green in CI
