fix: update CodeBoarding dependency to 0.15.0

Update the pinned engine from codeboarding==0.14.5 to codeboarding==0.15.0 in action.yml, the provider manifest, and README. Based on latest fetched main (50b483f).

Companion core release: CodeBoarding/CodeBoarding#646

Do not merge until codeboarding 0.15.0 is on PyPI. The core-compatibility CI job installs from PyPI and cannot pass before publication.

Verified locally in a clean Python 3.12 environment against core release commit 0030422f27a1223e486afe99be27403f88200be1 installed from Git:

• All 256 Action tests pass, including all 7 provider-drift checks.
• diff_to_mermaid rendering smoke check passes.
• Provider contract is unchanged; no credential or provider-table logic changes.

After core publication and this PR merging, use the release-please release PR to publish the Action and move the v1 tag. This PR does not change release-please bookkeeping or publish anything.
