Commit 36d903d replaced the user guide's offline-signing steps with a link to Bitcoin Core's offline-signing tutorial. The guide still refers to "the QR tools below" and has a QR troubleshooting section, but no step uses qr any more.
Restore the steps using the tutorial's two wallets. qr carries the public descriptors to the online watch-only wallet, the PSBT to the offline signer, and the signed transaction back. The tutorial moves a watch-only wallet file instead, which is too large for a QR. Use qr by default, since Tails and Debian ship it, with qrencode -t ANSIUTF8 as the fallback.
