[bugfix/telegram]: fix shortening of long messages and sending the queue - #162

…eue on shutdown - Long messages are shortened without cutting an escape sequence or an HTML entity, and the "[...]" suffix is escaped for MarkdownV2. Before, Telegram rejected these messages with HTTP 400 and they were discarded without retry. - shutdown() lets the worker send the remaining messages before it is stopped. Before, the stop signal was set first, so all queued messages were discarded after waiting 5 seconds.
