Fixed in commit 7d59d83. There were two interdependent issues:

1. npm ERESOLVE: @typescript-eslint/eslint-plugin@8.58.1 requires @typescript-eslint/parser@^8.58.1 as a peer dependency, but tools/package.json still referenced ^7.18.0. Updated parser to ^8.58.1 and regenerated package-lock.json.

2. C# build failure: Azure.Bicep.Types@0.6.50 (bumped in the base branch) added a new LoadNamespaceFunctionType method to ITypeLoader and a new namespaceFunctions parameter to the TypeIndex constructor. Updated EmptyTypeLoader in OutputPreservationTests.cs to implement the new interface member and fixed the constructor call accordingly.
