Fix Rust CI and Redis TTL typing - #72

This patch disables the GitHub release job in CI, bumps the Python package version to 0.1.5, and ignores CODE_STYLE_GUIDE.md. It also cleans up generated documentation and comment formatting across the Rust, Python, and Docusaurus sources, and fixes the keyboard shortcut and empty-state checks in the docs search.
Adds PyO3's generate-import-lib feature so Windows wheels can be built without installing each target Python interpreter. This keeps CI cross-compilation working for Python version matrices while remaining a no-op on non-Windows platforms.
This change applies widespread rustfmt-style formatting updates across the workspace, reorders imports and declarations, and wraps long calls for readability. It also includes minor test assertion and comment cleanup, with no intended functional behavior changes.
This workflow adds separate workflow_dispatch inputs for publishing to PyPI and crates.io. The publish jobs now run on version tags or when the matching manual publish flag is enabled, allowing independent release control for each package registry.
This change updates the GitHub Actions Rust test job to provision PostgreSQL, run the relevant crate tests, and compile-check all feature combinations without linking PyO3 native test binaries. It also fixes the Redis cache backend to use the correct TTL type for `set_ex` and imports `RyxError` for the error conversion path.
