Add a new argument for a few scriptlets to run at specific readyState timing

So now I realized AdGuard scriptlets don't have runAt option available for some uBO scriptlets such as aeld, (trusted-)set, and now trusted-create-html. This has been useful in some cases, now for example pvpoke-re[.]com who has removed iframes I created by trusted-create-element to defuse anti-adblock. If trusted-create-element can run at the load timing, the site can't simply remove iframes as doing so will also remove real ad frames.

To be celar, AdGuard is not detected as of writing, as I added a bit different rule to Base. But the suggestion here will be anyway useful.

As some of them are common with uBO, I will be very appreciated if you can make the syntax compatible with uBO, even though it may not be consistent from the Adguard point of view.
