Update the links to submit an extension - #9345

Conversation
GDevelop-extensions doesn't use issues to submit extensions anymore: extensions are submitted with a pull request. - "Submit to the community" opens the submission form of the community list. - "Submit an update" (for extensions from the store) opens the instructions to open a pull request on GDevelop-extensions. - Update the issue template links accordingly.
