Subject: [PATCH] Hold TypeScript below 7 in Dependabot until typescript-eslint
 supports it

The development group moved TypeScript to 7.0, and typescript-eslint
refuses to run on it, so CI failed at lint and the group's other
updates could not merge. Ignore TypeScript 7 and later; 5.x and 6.x
updates still arrive.
